Charles Edward Haines was one of the first African Americans to be employed full-time at a U.S. television station. He began his career as an advertising artist at WTTV in 1949 before becoming the chief artist at WLWI-TV (later WTHR-TV 13) in 1957, where he worked until his retirement in 2006.  

Born on April 20, 1925, in Kentucky, Haines started in media at WTTS radio, at the time a 500-watt radio station based in Bloomington, as an art director before transitioning to television when WTTV signed on in November of 1949. WTTV was the first television station in Bloomington and was launched by Sarkes Tarzian. He was the first African American hired full-time at a local television station breaking barriers in the industry. Later, he joined WLWI/WTHR in the same role where he continued his work in television art and design. 

WLWI-TV, which later became WTHR-TV 13, was an ABC-affiliated station in Indiana. Here, Haines played a significant role in its artistic direction. Over the course of his 53-year career, his work helped establish the visual branding and production aesthetics of local television in Indianapolis. 

Beyond his television career, Haines was recognized for his contributions to the industry. He was inducted into the Indiana Broadcast Hall of Fame, honoring his important role in broadcasting and television. 

Haines was also a World War II veteran and an educator, showing his dedication to both service and mentorship. His impact on the television industry and his role as a trailblazer for African Americans in broadcasting remain significant. 

Charles Edward Haines passed away on September 29, 2018, in Louisville, Kentucky, at the age of 93. He was laid to rest at Green Meadows Memorial Cemetery in Louisville.
